Bengaluru: The Karnataka government has introduced two measures to simplify the filing of Right to Information (RTI) applications and improve transparency, with the approval of Chief Minister D.K. Shivakumar.
Under the first measure, government offices must register RTI applications received either by post or in person on the online portal within two days, according to an official statement.
The registration of physical applications has been brought under the Karnataka Sakala Services Act, 2011, as a guaranteed service. If an application is not registered within the stipulated two days, the applicant will be eligible for compensation under the Act, and the concerned official will be held accountable for the delay.
The second measure allows citizens to submit online RTI applications through Bengaluru One, Karnataka One and Gram One centres across the state.
The facility is intended to assist people who do not have access to computers or are unfamiliar with online services. Applicants can visit their nearest centre and submit an RTI application with the help of staff by paying the prescribed application fee and a nominal service charge. An online acknowledgement will also be provided.
With the facility extended to Gram One centres at the gram panchayat level, residents of rural areas will also find it easier to file RTI applications.
The two measures aim to bring applications submitted in person, by post and through service centres onto a common online platform. This will enable officials to track applications, monitor delays and maintain a reliable record of submissions under the Right to Information Act, 2005.
The system is also expected to help identify delays on the part of information officers and improve accountability in the processing of applications.
Harsha Gupta, Principal Secretary of the Department of Public Services, announced the measures in a statement and urged citizens to use the online portal or visit their nearest Bengaluru One, Karnataka One or Gram One centre to file RTI applications.
